Complex Negotiations in EU Foreign Policy
24-25/Jun/2010 • Brussels


This two-day seminar will look into the concepts, structure, procedural and practical actions as well as negotiations techniques needed to successfully perform as a negotiator in the EU foreign policy domain at the Council level. The aim of the seminar is twofold. First, the seminar will enhance the participants’ understanding of how foreign relations works under the Lisbon Treaty. Since this differs quite substantially from the pre-Lisbon scenario, a detailed overview of the existing rules, procedures and instruments should offer immediate value added. The second and equally important objective is to provide the participants with the necessary knowledge, tools and skills to negotiate more effectively at the EU level in the specific area of EU foreign policy.

The EU External Relations after the Treaty of Lisbon

The Lisbon Treaty introduces a number of fundamental changes for the external relations of the EU. These changes were introduced after broad agreement was reached on the need for the EU to be more coherent, efficient and visible on the international scene. The overall aim of this two days seminar is to consider whether these broad objectives have been met and to examine more closely the impact of the Lisbon Treaty on specific areas of EU external relations such as CFSP, Defence policy as well as development or commercial policies. The programme shall enhance your understanding of how foreign relations functions under the Lisbon Treaty and provide you with the necessary knowledge, tools and skills to work more effectively at the EU and national level in the specific area of EU foreign policy.

How to Set Up and Implement a Successful Twinning Project
10-11/Jun/2010 • Warsaw


Twinning is considered the most successful institution building instrument in the Enlargement zone and in the European Neighbourhood Policy (ENP) countries, aiming at the adoption/approximation of the acquis and implementation of EU good practices. This seminar is facilitated by experienced Twinning practitioners who will present and critically analyze the whole process that a successful Twinning project must undergo. Tasks and roles assigned in the process to the various actors will be analyzed and potential risks and pitfalls highlighted. In an interactive way the participants will learn how to avoid pitfalls or to deal with problems that might occur during the preparation and implementation of a Twinning project.

Building a European Immigration Policy: What Can National, Regional and Local Authorities Do? When and How?

The Stockholm Programme which aims to strengthen the area of freedom, security and justice for the period 2010-2014 points – among others – to three key elements in the conception of a common immigration policy at European level:
1) efficient management of migration;
2) a more integrated approach to immigration working in partnership with the countries of origin and transit;
3) a fair treatment of third country nationals.
This seminar will address specific dimensions of the above issues. In particular, it will examine legal instruments and actions for combating irregular migration and trafficking of human beings and how these should be used and managed by the competent authorities. Policy makers and public officials will be asked to effectively identify what makes a good integration policy by looking into political, civic and socio-economic issues related to the integration of immigrants in host European countries. It will also look into national structures and decision-making processes on migration and how to create successful synergies among all actors involved. Furthermore, immediate and concrete measures that the EU shall take forward in partnership with source and transit countries will be considered, focusing on the Mediterranean region.

EU Funding for Migration and Asylum: New Call for Proposals and Best Practices
23-24/Sep/2010 • Brussels


Using a bottom-up approach, the purpose of the seminar is twofold: (1) to discuss with the Member States the type of guidance required from the Commission so as to succeed in receiving EU funding for migration and asylum as well as to effectively and efficiently apply the relevant legal bases on implementation, monitoring and evaluation; (2), to identify good practices and best funded projects. With the advent of the new call for proposals, future funding opportunities and strategic guidelines on how to make the best use of the Integration Fund will be discussed.
